Default stop the animation of the various progress bars

Not so important, I guess, but you guys seem to know everything:

Is there a way to stop the animation of the various progress bars?

I'm running Recuva right now and the progress bar is green, but there is
a light area that keeps starting at the left and moving to the right,
and it makes the bar look like it's moving far faster than it is.
Practically all of the progress bars of various sorts are like this.

It's built into the OS.

One way to avoid it is to purchase some self adhesive tape,color isn't
important and place it over the bars that bother you. In fact you might
want to get a sheet of paper (again color isn't important) and tape it
over the whole monitor.
I realize these answers may not make a lot of sense, but no less so than
your numerous frivolous posts.

This post was almost funny until you ruined it. It's my intention
that decides if a post is frivolous, not your interpretation or
misperception, and none of them are frivolous. If you don't like my
posts, that's what filters are for.
