Default Recovering My Documents

I had to re-install Windows. This was done such that the
original User Account folders and contents were
preserved. However, I can't get to them because they were
marked as private in the previous installation.

Is there a registry setting or file I can modify to
remove the security setting on these folders as private
such that I can recover them and move them to the new
installations corresponding folders. I was able to do
that for the one user account that was not marked private
under the original installation.
