Default freezing during disk clean up and error when defraging.

Hello usually I run a disk clean up to delete temp files,
I tried to do this 3 days ago and everyday since then and
it loads but nothing happens it says wait a min or so I
ended leaving it for 1/2 hour still at the same place, I
checked task manger it was at 95cpu usage, so I restarted
no effect, ran a scan disk that worked then tried to do it
in safe mode same thing, then I tried running a defrag in
regular windows it worked but like 20 mines later I got a
error can't complete defrag check report, I viewed the
report and it did say anything except how many clusters
data is broken down into, any Ideas why this is? I got a
149GB hard drive with 55.7GB free.

thank you
