You don't. Windows 10 has not been released yet and Microsoft's upgrade
policy has not been officially stated.

You just have to be patient and wait.

It could be pre-installed on new PC's. Free with a new PC but then, if
it needs to be upgraded, payment is required.

Those news reports are wrong, Microsoft has been pretty clear about the
free upgrade from 7, 8, and 8.1: if a user can upgrade for free within
one year of the release of Windows 10. The OS will be updated for free
for the life of the device.
