Default Contacts not appearing in Windows Live Messenger 2009

I have on numerous occassions upgraded to Windows Live Messenger 2009 and
each time Messenger tells me I have no contacts. Today, 12/09/2009, I again
tried to install Windows Live Messenger 2009 and got the same message. After
some navigation through the help pages, I found the "fix" however it did not
work. I attempted a "clean" install, which also did not work.

I have now re-installed the 2008 version where I can see all my contacts.

What else must I do, short of re-adding each and every contact (some 900+)?
