Default Need more contrast for window borders.

Win10 preview 10074
I need to get more contrast for the window borders.
It's hard to see where an overlapping
window starts. Same problem finding the scroll bar.
I click and end up bringing another window to the top.

Found this win8 tutorial that looks like what I want.

In win10,
changing the PaddedBorderWidth registry key does pad the top
and bottom of the window, but the side, where the problem is,
is not changed.

The high contrast themes are not acceptable.
Default theme is fine if I could just easily identify the border
between overlapping windows.

Windows 7 does not have this issue.

Ideas?
