Default local mandatory profile for AD user

Is this even possible? I've been trying to make this work but I have no idea
if this is possible.
Steps
-logged in with test user account. Logged off and logged on with Admin
account, renamed the ntuser.dat to *.man
-logged on with test account, everthing looks good. ntuser.man is still there.
-make changes to desktop, log off and and back on and the changes are still
there.

Any Ideas?
