Default Active Desktop breaks when desktop icons are *not* displayed on the desktop

I'm running XP Pro, SP1, with Active Desktop enabled. I can't get rid
of every desktop icon and display the html file at the same time. If I
set Windows to remove all desktop icons, I can't make any changes
stick except to change the background color - it's just a blank
screen. Windows is insisting that at least one icon (recycle bin, my
documents, my computer) be displayed in order to display the html file
too. Any suggestions? I have this working perfectly on 80 Windows 2000
machines.
Also, I can't seem to get rid of the scroll bars on the active
desktop. I haven't tried resizing the image yet ...
