folder task link on my desktop and other problems

This is the second time it did this. I had to create a
new account first time and don't want to change it again
to correct the problems. Not sure how to explain this
without showing the pics of my desktop. Somehow I got a
folder task link on my desktop and can't delete it.
Another problems I am having since this link got on my
desktop, I can't open my folder options and taskbar and
start menu from my control panel. The only way I can open
it by right click the start button and click on properties
to open the taskbar and start menu dialog box...folder
options I have to click on the Tools. I also get error
saying /e/idlist,:1856:2272 when I try to open the control
panel the first time then try again before it will open
the control panel. I would appreciate any suggestion how
to fix this matter. Please send the information to my
email address since I don't check on here. I would be
gladly to send you the pic of my desktop so you have a
better understandying what I am trying to say.

Those numbers is how files and objects are specified in the windows shell.
The number is only valid whuile the folder exists (either by opening a
folder window or a program doing the equiv behind the scenes). The shell
doesn't use filenames or paths (although it gets translated at some stage).
