They don't go back very far;


Microsoft will only provide *supported* versions of Windows.

Inside the free VMs, help for the VMs still mentions the XP version.
But the download page no longer has it.

for an afternoon's fun try loading
Windows95 with IE3 into VirtualBox.


OTOH I had no problem installing Windows98 with IE4 into VMware Player.
