Default Closing down problem

Brand new computer last week with shop install of win XP home.
Everything was great till yesterday and now when I click "turn off
computer" (as oposed to "restart computer") it wont shut down but
just restarts.
I've seen this posted before and never took much notice till it has
happened to me.
Also is there any way the POST screens can be bypassed to go straight
to the log on page?
Any help would be appreciated

Default Closing down problem

Until recently I have been able to put my machine on Stand By. Now it
restarts within seconds and without any prompts from me.

The other strange thing is that when I now elect to Turn Off the computer it
warns me that other people are sharing it and switching off would cause them
problems.

I am the ONLY user and there is no network connection (as far as I am aware.
