Default File and Print Sharing Question

I have a question about File and Print Sharing in relation to
Administrator shares (C$, Admin$, IPC$). My question is, does File
and Print Sharing have to be installed AND enabled in order for me to
access Administrator shares? From what I read in other newsgroup
posts, all that matters is that File and Print Sharing is installed
(this installs/starts the Server service) but you do not have to
enable it (I disabled by unchecking the box next to File and Print
Sharing after I installed it).

However I tested this and it appears that I cannot access the
Administrator shares on that machine from my machine. I get this
error message:

Windows cannot find the network path. Verify that the network path is
correct and the destination computer is not busy or turned off. If
Windows still cannot find the network path, contact your network
administrator.

Here is some additional info:

-I am not the system administrator, but I added my account to the
Administrators group on the machine where I disabled File and Print
Sharing.
-Both machines are WinXp Pro.
-If I type net share at the machine where I disabled File and Print
Sharing, I can still see the Administrator shares.
-I verified the Server service is running
-If I enable File and Print Sharing, I can access the Administrator
shares. However my client will not accept having File and Print
Sharing enabled.

yes, you must enable it for Remote File/Print sharing to work. Same concept
if you buy a watch and not wearing it, how can you tell time.
