Default New program missing in All Programs

A new downloaded program does not show in All Programs link in Start menu.

I created a shortcut to the executable on my Desktop as a workaround.

Is there a way to add a new program to the All Programs in the Start menu?

Yes. Right-click on the Start button and choose Explore All Users.
Create a shortcut to the program there just the same way you did for
the Desktop.

Is the downloaded program and actual executable application ... or is it an
Installation application that will install a program.

How secure are you in knowing that this is virus/security free?
