Default Power Down Failure

Machine does not power down when Windows closes. Windows
does shut down but computer will not turn off unless I do
it manually. Been told that modifying APM settings could
help only that there are no APM settings withing the
Device Manager or everywhere else that I have looked.
And as for looking in Performance and Maintenance in the
Control Panel, it does not exist. The closest thing is
Power Options and I cannot find any setting in there that
will fix it. Help is appreciated.
