Default What are the rules for shaing and accessing a folder on a local home network?

I am admin on all three Windows 10 desktops.
All are the latest version of Windows 10.
I'm on a typical home Wi-Fi LAN.
Two of the desktops, let's call them PC1 & PC2 have the same user
Let's call that username "a" (where the passwords are the same).
On the third desktop, let's call that PC3, there is a user "b".
I have the password to both users, "a" and "b".
I make sure the third desktop is not in the screensaver hibernation mode.

Why can't I share a public share between the three desktops?

For the two Windows 10 desktops PC1 and PC2, the netbios sharing works.
\\PC1\sharepc1 (or \\192.168.1.11\sharepc1)
\\PC2\sharepc2 (or \\192.168.1.12\sharepc2)
But I can't seem to properly share the PC3 netbios sha
\\PC3\sharepc3 (or \\192.168.1.13\sharepc3)

On PC3, I logged in as the actual "Administrator" to create the share.

There is no option on PC3 to share to user "a" (that username isn't found).
So I shared read/write to "Everyone", including user "b" and "guest".
(I don't think I've enabled a "guest" account though, on any machine.)

Here are different errors I get when in PC1 trying to access the PC3 sha

Rather than trouble shoot those errors, can you just tell me what the rules
are?

If on PC3 I have only user "b" and "administrator" logins (both of which
are administrators) and if on PC 1 and PC2 I have user "a" who is also an
administrator, why can't the Administrator on PC3 create a share that I can
log into from PC1 and PC2 using the IP address and share name?

I still don't understand why an Administrator on PC3 isn't allowed to
create a share that any user on PC1 or PC2 can use, but I was able to
create the share by another means.

On PC3, as a user, I created a share, which only worked under the very
special condition that the share is only allowed to be used by a user "a"
who doesn't even exist on PC1 or PC2.

But at least sharing worked. Finally.
= On PC3, as user "a" (Administrator will NOT work!!!)
= I created a share and shared it
= Then on PC1 and PC2, which don't even have a user "a"
= I was able to log into that share as user "a"

Only then did Windows sharing work between the three Win10 PCs.

I don't understand why PC3 wouldn't let me create a share for "guest" or to
create a share for "Everyone" or to create a share for user "b" who didn't
exist on PC3 but who existed on PC1 and PC2.

And I don't understand why no sharing whatsoever worked when created by the
actual Administrator on PC3. Maybe Microsoft doesn't allow the
Administrator to share files?

Given it works, I can't complain except to say these rules make no sense.
