Default Task Manager - disable killing foreign processes

Dear Friends,

I was wondering, whether is possible to disable process listing in WTM
of processes owned by other user/system, where target user (who should
be disabled) has administrator-level account type - either disable
killing not-owned processes.

I forgot, Windows XP Professional SP2 or 3!
