Default Maximized windows do not restore properly

In a normal window... If you raise the upper border to the edge of
the screen so that windows does its automatic vertical sizing thing,
then click on the maximize button and the window maximizes. But then,
when you click on the minimize button, the window returns to the
state it was in before you increased its vertical size. That's got to
be a bug. Why would anyone want the window going back to the size it
was before it was vertically resized?
