XP Media Edition 'Not Enough Memory' message

My computer has 2 GB of RAM (reading under properties as 1.93 GB. On
Disk Defrag, it shows as 224 GB with a free space of 91%), running on
an Athlon 64X2 Dual core processor, 4200+, 2.20GHz.

I have all my programs on the installed hard drive, and most of my
files on a 2 GB external hard drive.

However, Photoshop 6 today gave me an error that I could not open a
small file (335 K) because there was not enough RAM. (I have gone back
to 6 as Photoshop CS2 will not run without crashing-- possible a
separate issue as I see many CS2 users with same issues). I had no
other large programs open.

Any clues as to why this computer, in theory much more powerful than
any other other 12 or so computers I've owned in my life, is so
inefficient? I've done the usual maintenance; defrag, virus scan,
removed excess programs, etc.

Any suggestions on next steps to try?

In theory, XP allocates 4 gigs to every process. If the app thinks it's out
of ram, it's probably broken. I would uninstall it, clean up TEMP, and
reinstall.
