Default What is "TagRecall.exe"?

I'm using Win XP Home edition. Recently, a program
named "TagRecall.exe" (located in "C:\Windows\System32")
always tries to connect to a Microsoft address
207.46.134.155. But this connection was considered
as "High Risk" by Norton Personal Firewall and was
blocked.
I have no idea what this program is and what it does.
But it wanted to connect to Microsoft, so I'm wondering
if I should allow this connection or not.
