Default Missing .dll

I am trying to reinstall Ulead Cool 3D from my disk so that I can upgrade it.
I keep getting this error message. Cannot find or load the file
inetwh32.dll. This file should be copied to C:\WINDOWS\system32 or a
directory in your PATH. Where can I find this dll and how exactly do I place
it where it belongs? I did a complete search of the C drive and no such dll
appeared. Thank you for your time and assistance. Sincerely, Michael

Contact the vendor for some help--it's their file. It sounds as though
either the installation media is defective, or the file therein is FUBAR.

A Google search on that .dll yields some sites that purport to have it
available as a free download, but who knows what might be coming along for
the ride.

Just some follow-up info. I contacted Ulead; they sent me a new file; and it
