Outlook 2000 Error 0x800ccc13

Default Outlook 2000 Error 0x800ccc13

I have Outlook 2000 installed on WinXP home. After installing modem
software (for fax purposes) I now receive error 0x800ccc13 when
performing 'send receive' in Outlook. Outlook Express now also fails
with 0x800ccc0f error. I've disabled all spywatch, firewall and
filtering
software and tested Winsock using Netdiag. Winsock passes but there
is a fail for NetBT transports test failed (I'm assuming because I
removed all services other than TCP/IP.) I've reinstalled Outlook
Express using the procedure from #318378

but still have the problem. I've also tried to restore the registry to
an earlier point but this didn't help either. I'm now thinking I might
need to either reinstall Office 2000 or perform a repair install of
Windows XP. (I've also run the free utility Winsock Fix
http://members.shaw.ca/techcd/WinsockXPFix.exe but no luck)

Any help in this matter would be appreciated.

Turn off the e-mail scanning in your anti-virus.

I've disabled email scanning in norton but the problem seems to have had
something to do with the modem install.
