Default Not able to move windows

All of a sudden when I have multiple windows open and try to arrange them
they keep wanting to go back to their original position. The cover each
other up. Very frustrating and I'm not sure what I did to cause this.

Hi,

Is there any difference if you right-click the Taskbar and select
'Cascade Windows'?

Unfortunately it did not. Also tried to tile the windows, etc. if you've
ever used a CADD program and are familiar with the "snap to grid" feature, it
is very similar to that. I am using two monitors and I can't even move a
window from one monitor to the other anymore.
