Default Patchy video streaming

When I try to watch a streaming weather forecast, the following happens :
data is buffered ( 0 to 100 %), played, then the image stops, data is
buffered again and played then it freezes and so on.
I wish to point out that my desktop ( much older than my laptop ) plays the
video flawlessly, with the same broadband connection.
Can someone please help ? Getting frustrated.

FWIW...I find that downloads flow smoother
if I keep my temporary internet files folder
emptied.

And...maybe your desktop has more RAM
and/or a larger virtual memory paging file.
