No. Windows Fax requires an analog phone line.

It seems that there is something you misunderstand about Russ' reply. For
the Fax program in Windows you need a physical phone line that connects to a telephone company. That is because the program was designed to use a conventional fax/modem. That bit of hardware connects to a phone line. It will not connect through an Internet connection. Note that VOIP means Voice Over Internet Protocol. Like Simple Mail Transport Protocol, Network News Transport Protocol, File Transport Protocol, Hyper Text Transport Protocol, or Network Time Protocol, it is an Internet standard method or protocol. VOIP uses your Ethernet connection to connect to a provider that interfaces between you and the hardwired phone network. In that way, you can make "phone calls" though your Internet connection. Again, you cannot make faxes using VOIP. As Russ said, you can use an Internet fax service provider. They will take the fax data over the Internet and send the fax for you. They charge for this service. If it simply works through your computer sound card, you cannot fax. Service such as ATT CallVantage, Verizon VoiceWing or Vonage actually provides you with a physical device into which you can plug an analog phone. Services such as Skype or Net2Phone works through your computer and cannot fax. Have any positive changes been made by the manufactures of FAX machines since this was discussed back in March? Packet 8 tells me that their service will allow Faxing with some fax machines, but that my Epson 1270 is way to old to work with their service. When I try and fax with it, the page goes about halfway though and then stops. I tried an online service named "Ureach.com" they only charged $5.99 a month to send faxes. However, I only fax something a few times per year so even that price is a waste of money for me. They even charged me for back months where I had not used the service. By that I mean that in September, the money was not available to them. So they turned off my service. Then on the first of October, they took money for both September and October. So I called them, cursed them out and told them I no longer wanted their service period! I demanded the return of at least one month of money. So they returned the $5.99 for October. Are their any online companies out there that will only charge me when...I use their service to fax something, and not charge me daily even if I am not faxing anything? I use ViaTalk VoIP and I have sent faxes using my HP All-In-One
printer/scanner/fax as if I was sending it over a PSTN line. All I needed to do was lower the baud rate of the fax to 9600 baud, and then everything worked slowly, but perfectly fine. I wouldn't send 100 page documents this way, but it's good enough for sending health insurance claims once in a while. My research has show that many late model HP Fax machine do work well with VOIP.
