Default How to eliminate security warnings

I have an internal web page on my computer that is not connected to the
internet . The purpose of the web site is to display data and information in
a convenient manner. I recently linked to a program on my computer for
viewing a map display. The link works sucessfully, but before the program
opens a File Download - Security warning window opens asking if I want to
run or save the file. When I choose run another window labeled Internet
Explorer - Security Warning opens indicating that the file is from an
unknown publisher and states the file has no valid digital signature. I then
have to choose run before the file opens. The file is on my computer, is not
a threat, and is not being downloaded. How do I eliminate these messages so
that the file opens normally. All of my other files open on my internal web
site without these warnings.
