How can I customize Windows Explorer to open with all
drives and folders collapsed? Thanks in advance.

Folder Options | View and turn off "simple folder view."
With this feature turned off you need to click the +/- to expand or
collapse portions of the tree. When it is turned on, simply clicking on
an item automatically extends to show the substructure.
