Published only 2 days ago (but the MITRE entry was created 2019-11-04).
To exploit requires the hacker manage to log into the system, and then
run (without detection by anti-malware) a specially crafted application.
Publicly disclosed = No. Exploited (known) = No. Latest (1903) or
older software release vulnerability = Exploitation less likely.
Applies to: 1903 (2004 is not mentioned). The security fix is already
available, and lists both 1903 and 1909 as applicable; see:

I'm still on 1909 (2004 is not yet offered via Windows Updates claiming
the update is pending because my system is not yet compatible with the
current version of the 2004 release). My update history and Belarc
Advisor show KB4560960 was already applied back on 2020-06-10.
