Control Panel "System" options will not open

Default Control Panel "System" options will not open

I click on START. Go to CONTROL PANEL. Go to PERFORMANCE
AND MAINTENENCE. Click on SYSTEM and it will not open at
all. It will also not open SYSTEM RESTORE on the same
page. Something doesn't seem right. It finally opened
after 10 minutes, unexpectedly but then closed again.
Also, when I shut down Windows, it says SAVING YOUR
SETTINGS, then says WINDOWS IS SHUTTING DOWN but hangs
there and the screen never goes off then I have to shut
the power off directly. Anyone ever hear of this problem?
Please help!!

Click start--go to control panel---on the left side click 'switch to classic
view and try the various programs.
