Default IPSEC not working

I have XP with SP2. I created a policy to connect to a VPN.
When I tried to assign it says...


"The service cannot be started, either because it is
disabled or because it has no enabled devices associated
with it. (80070422)"

Default IPSEC not working

Check to see if the IPSec service is running.

Go to Start, Settings, Control Panel, Administraotr tools and open
Services.

in the new window that pops up find IPSEC Services, open it and see if
Startup type is set to Automatic, if not then set it.

Next see if it is started by looking next to Service status: if it is
not started then click on the start button.
No try and use IPSec and see if you get the error.
