Default ~ icon on Desktop

~ icon on desktop after downloading and installing
Windows XP current updates - some approx 20. The icon is
updated each time after starting up the computer.
Antivirus was on during downloading of updates. Opening
the icon leads to message "Windows cannot open this file"

A disk search did not show existence of the file, but the
icon file is updated each startup. Is deleting the icon
enough, or is there more to look for?

You may just like to remove the OE shortcut from your desktop to get out of
this mess.
