A. These sites report that http://windowsupdate.microsoft.com is up.

* http://www.downforeveryoneorjustme.com/
* http://www.isitdownrightnow.com/
* http://isitdownorjust.me/

B. I had no problem getting Patch Tuesday updates today.

C. When I point my web browser at
http://windowsupdate.microsoft.com
the web server at windowsupdate.microsoft.com responds with
"HTTP/1.1 301 Moved Permanently" and the new link,
Location: https://support.microsoft.com/en-us/...ows-update-faq

That doesn't sound to me like "no link no any thing".

A. XP

Maybe you are asking only about XP (not 7 nor 10).

There are no new Windows updates for XP - support for Windows XP ended
in April 2014. But if you are looking for old Windows updates for XP
at microsoft.com, try Microsoft's Update Catalog.

Search the Update Catalog for ‘Windows XP’
http://www.catalog.update.microsoft....q=Windows%20XP Â*

Microsoft Update Catalog website
http://www.catalog.update.microsoft.com/Home.aspx Â*

“How to download updates that include drivers and hotfixes from
the Windows Update Catalogâ€
http://support.microsoft.com/kb/323166 Â*

B. 7 etc.

I have tested windowsupdate.microsoft.com in Windows 7 and it is
not down in the way you write. Using Windows 7, when I surf to
http://windowsupdate.microsoft.com the web server redirects me to
https://support.microsoft.com/en-us/...ows-update-faq .
That doesn't sound to me like "it says...down" or "down no link
no any thing".

I have also tested it in Windows 10, this being the Windows 10
newsgroup.
