Default Windows Faxing

When I try to install Windows Faxing, the system asked
for Windows XP disc. I contacted to my PC manufacturer
and they said that due to "licensing restriction" the
disc was not part of the PC. Anybody know any other way
to install the faxing function? Thanks.

No, none. Your OEM should be required to explain why they will not support
your installation.
