Default desktop display problems

i really need some help. my desktop background is blue and i cant change it.
i go to display properties to choose a wallpaper that is already on the
computer (not from websites) and click on desktop and its as if the whole
area is locked up. it wont let me preview wallpapers or anything. the only
icons that are highlighted are customize desktop, ok, and cancel. i recently
had a system recovery and i also have registery fix, and a firewall. how do i
find the problem and fix it.

If you are 100% confident that your computer is free of malware, run the
edit on line 142 (right hand side):

"Allow Wallpaper/Background Changes"
