Question xp wont start due to no monitor connex

Hi there,
I promised to donate a backup PC of mine to a charity - after promising them that it worked. (They get a lot of dud offers).
THey are picking it up tomorrow morning and when I went to fire it up and prepare it - ............ nix.

I KNOW I've seen the same thing before.
It has to do with Windows refusing to start unless something was done to access the monitor. ????

THe PC is XP. The monitor a SAmsung Syncmaster 939 BF.

The PC boots up ok to bootstrap and then stops. The monitor does not connect and gives error message to check connections.
It cycles from Digital to analog then gives the cable error message.

It isn't the cable.
It did work fine before.
Monitor tests itself as ok.
The cable used is the original.

I remember the answer being head-smacking simple ....... once I found it before years ago... :-}
