Default spoolsv.exe

Microsoft says there is a hotfix for systems that have a
problem with spoolsv.exe using too many resources (99% of
CPU when running). Where is it? Any other suggestions
other than a Windows XP Repair?

As per the KB article, you need TO CALL Microsoft. There will be no charge
for the call if they diagnose you do in fact have this problem. They will
then send an email with a link to where you can download the fix.
