Default User rights

I am the computer administrator. There are many users of the computer. The computer administrator has the right to do almost anything on the PC. The other users use the CD writing software. It won't allow them to burn CD's under a limited account. How can
i change the settings to allow the other users with limited accounts to use the CD burning software, without changing their account types to administrator accounts?
