Default Programming the Windows Key

Is it possible to program the Windows key + E combination to open Windows
Explorer with the My Documents folder as the focus and expanded in the
right-hand pane?

What I'm looking to do is have this combo open Windows Explorer in a manner
similar to the way it opens when you double-click the Windows Explorer
shortcut.

I sure would appreciate any information, or directions as to where I might
go to find this information.

Thanks.
