Default Can't read my discs

My computer has lost the ability to detect and read discs: cd, floppy, usb.
All devices show correct installation status, but only my hard disc can be
read.
How to correct it?

Does the problem persist after a restart? Are you using antivirus and
antispyware programs?

The problem persits after several restarts.
It appeared when I installed F-Secure antivirus, which stopped the shutdown
function and I removed it and reinstalled Symqntec instead, which is
running.
Now my drives are detected but media in them is not.
