Default Language bar keeps coming back!

Using XP Pro with SP2.
The EN language bar which sits beside the System Tray keeps coming back no
matter what I do.
It goes away when I untick it but it's back the next time I start Windows.
Have tried locking and unlocking Taskbar, no difference.
Minor problem but very irritating.

It will come back if you just uncheck it from the available toolbars after
right-clicking the task bar, you have to click on the language bar itself to
select its options and turn it off from there :-)
