Default security center unavailable?

Hi, can anyone tell me why when I open the security center it says,
"security center unavailable because the security center has not been
started or was stopped."
I tried going to resources but it won't let me get into " change the way
security center alerts me" and that is where it says to go on the windows web
site. Please help, this can't be good!!!!!!

Go to Start - Run and enter services.msc in the Open box.
Click OK.
In Services, scroll down to Security Center.
It should say Started in the Status column and Automatic in the
Startup Type column.
If either one of these conditions is not met, right click the
entry and select Properties from the menu.
In the Security Center Properties, make whatever changes you
need to make and click OK.

Reboot your computer and see if these settings stay in place.
If the Security Center is once again disabled, there's a good
chance that your system is infected with some sort of
virus/trojan/worm.

Make sure your antivirus program is up-to-date and run a scan.
You should also run a scan with AdAware and Spybot S & D.

AdAware
http://www.spychecker.com/program/adaware.html

Spybot S & D
http://www.spychecker.com/program/spybot.html

Next, you might want to visit some of the online virus scanners
and see what they find:

Run both the AntiVirus and the AntiSpyware scan on this site:
http://housecall.trendmicro.com/

Click on the "Scan your PC button" while holding down the CTRL
key (to override any popup stoppers):

McAfee FreeScan
http://us.mcafee.com/root/mfs/defaul...fs/default.asp

Symantec Security Check

Finally, go to this web site and download HijackThis:

HijackThis 1.99.1
http://www.merijn.org/files/hijackthis.zip

Run the program and save the log. There are a number of web
sites where HijackThis logs should be posted. Here are some of
the more popular ones:

Good luck

Do you have the McAfee Security Center installed on your PC by chance?

It was just a hunch. When McAfee is installed, it asks if you want the McAfee Security Center to be the default. But I just removed and reinstalled it, it doesn't disable the Security Center or the Security service.
