instance name specified is invalid

Following the error above:
I am trying to set the instance like so
setup INSTANCENAME="NetSDK" SECURITYMODE=SQL
SAPWD="seagate"

I am getting a message=
Please go to Control Panel to install & configure system
componnent!

Where can I configure in the control panel?
