when I play a clip from the web my clip pauses and sometimes starts playing
but never plays all the way through without doing this and I have tried
messing around with the video acceleration but that does not help, what else
can i do this is very frustrating.

It's basically time of day, server overlaods, connection speed etc.
The stream is also, importantly, being cached to your temp folder.
As an example, if you are watching a clip from google video's and/or
YouTube, you may note that the playback slider catches up with the
download progress indicator just below the clip, this means it's
playback is faster than the download. Just allow it to stutter it's
way to full completion and then it is cached to your temp folder.
Click to replay it and it will replay just fine from the temp folder.
It remains in the temp folder as long as your configuration settings
are set to, usually default of 3 days.
