Access denied in all accounts

Default Access denied in all accounts

in add/remove programs and some other areas I get access denied messages,
including when I went to msconfig to set a boot option for safe boot, even
though i got access denied the setting was applied. In add/remove the option
to remove is missing as if a GP is applied (this is a sony notebook).

this happens in admin account and user account so it's not profile corruption.

I have not used it but it has been mentioned a number of times.
