Default windows xp firewall question..

I'm running Windows XP Professional Edition(SP3) and Vista.
I find a problem connecting to DHCP Server

XP DHCP Client [source port(68), destination port(67)]

External DHCP Server [source port(8000), destination port(68)]

1. Windows Firewall enable: Internal DHCP Packet discard (confirmed Firewall
logging)

2. Windows Firewall disable: no problem

Question. Windows Vista not have this problem. Windows XP only.
Is Windows XP Firewall basically deny to changed port in internal packet?
