Windows Firewall-Can't Turn On

Today I had to reinstall XP. After running Updates and installing Svc Pk 2,
my firewall is turning itself off. When I try to turn on I get a message
"Windows Firewall settings cannot be displayed because the associated service
is not running. Do you want to start the Windows Firewall/Internet
Connection Sharing Service?" I click YES and get -- Windows cannot start the
Windows Firewall/Internet Connection Sharing Service?

HELP -- I am on DSL, which is working. I don't understand what this means.
I have tried using Help & Support, but can't get any answers.

Open a run command and type in:
services.msc click [OK] in the services control panel make sure these
services started Auto:
Security Center
Remote Procedure Call (RPC)
Internet Connection Sharing

Reboot after starting them and see if that solved the problem!
Or try this Firewall.reg, copy the below code into your Notepad and save on
the Desktop as Firewall.reg then right click it and select merge to merge
into the registry:

I tried the Run command. I do not see Internet Connection Sharing in the
list of
services, the other 2 were listed as Auto. What should I do next?

I have tried both of your suggestions (Run Command &
the Firewall.reg) and restarted after each. The Firewall
is on when it first starts but turns itself off.

I have read the other links you sent and tried those but still
the same thing. Any other suggestions?
