WindowsXP, SP3, Firewall

I am unable to start the WindowsXP, SP3 Firewall. I get the error: Window
cannot start the Windows Firewall/Internet Connection Sharing (ICS) service.
Whenever I go into Services to start the Service I get an: Error 1068: The
dependency service or group failed to start. I don't know what other
services the firewall depends on. Any help?
