Default Why doesn't "setting folder permisisons" ever end?

I've let it run for over 18 hours, yet it never completes and, in fact,
can't even be interrupted by the task manager.

Is there a set of bug fixes for the bugs in WindowsXP? This is clearly one
of them, as it occurs in a fresh install of networking and file+printer
sharing, all of which is quite automatic..
