Cannot run cmd or command prompt

I cannot run cmd from the command prompt, or open the command prompt from
accessories. From another post, I was able to get control of regedit through
making a copy of it (regedit also does not work). I believe the problem is
virus related, but do not know what I should post here to assist with
finding the entries that are causing the problem. Does anyone know what I
need to post here to correct this problem?
