Strange Behavior With IE7

I have recently started having a problem with IE7. If I start the
program and it displays connecting to something like abc.com it works
fine. If it displays connecting to something like 123.123.123.123 it
hangs and I have to close it and keep trying till it connects. My usual
browser, Firefox, does not display this behavior and I do not need to
reboot to get IE to connect, just keep closing and restarting.
Any ideas on where to start looking for the problem?
