Window opening defaults?

Seem to be getting new behaviour. Programs and folders are opening in a
consistent central position. That persists however I then close and
re-open. I'm fairly certain they used to re-appear wherever I last
positioned them.

Not sure if it's down to:
- a recent WU (e.g. last night I see that 1803 build 17134.523 replaced
472, although I'm 90% sure I first saw this problem yesterday or
earlier.

- unwanted/incorrect settings in my Dell Display Manager (for my U2514
monitor), although the issue persists even though I've closed that

- something else.

Anyone else had similar issue please?

I find that it depends on the program as it always did. Most open a
window the way it was when I last closed it, others seem to have a
default position and size which they always start with. Test some
different programs and see what happens.

Shortcuts have an option to open full screen or windowed but that is
something different.
